GrapheneOS has accused Google of delivering parts of Android 17 QPR1 to Pixel phones without simultaneously publishing the required code in the Android Open Source Project (AOSP), potentially delaying equivalent updates for alternative Android platforms and other device makers.

Android 17 QPR1 arrived with Google’s September Pixel Drop. The GrapheneOS project says the release includes Pixel-first features, developer APIs and security fixes that were not made available at the same time through AOSP, the open-source base used by Android manufacturers and third-party operating systems.

QPR, short for Quarterly Platform Release, refers to Google’s major Android updates between annual platform versions. These releases can introduce features, repair bugs and alter the APIs applications use to communicate with Android. GrapheneOS says Android 17 QPR1 is the first Android release since Honeycomb to add new APIs without the code needed for AOSP-based projects being published alongside them.

The project says it had already adapted GrapheneOS for Android 17 QPR1 before the September 15 release, but cannot distribute that build. Its temporary workaround is to combine Pixel firmware, kernel drivers and other QPR1 components with the publicly available Android 17 release. GrapheneOS says that approach is more difficult and could postpone updates for users of alternative Android systems.

The dispute also covers security patches. Pixel’s September security bulletin contains more fixes than the general Android bulletin, which can be normal when vulnerabilities affect Google-specific hardware or software. GrapheneOS contends, however, that some withheld patches concern standard Android components used beyond Pixel devices. The project says those fixes may not be available to AOSP-based development until Android 17 QPR2, expected in December.

Google has not publicly explained the reported differences. GrapheneOS’s claims have not independently established that Google is intentionally restricting competitors, and the situation does not mean all non-Pixel Android phones are suddenly insecure. The key question is whether the disputed APIs and security fixes will enter AOSP with QPR2 or remain tied to Pixel releases for longer.
