Picsart is a free photo editing application, full featured and also available only on Android. We tested it on the HTC One V and it worked just fine. The app was seen as the number one photo software on Android, rivaling the likes of Photoshop Touch and Snapseed. The UI is very intuitive and the features of the app include a camera with detailed effects.

The picture editor allows you to manipulate photos, use masks, collages, frames, borders, apply cute stickers, text effects, clipart graphics, crop, rotate and much, much more. The software includes the Timelapse feature added to your device’s camera and a section for “magical effects”, like stenciler, sketcher, orton, lomo, vintage, comic, neon and more. It also integrates sharing via Picasa, Dropbox, Tumblr, Blogger, WordPress, Facebook and more. The camera section supports burst capture and the UI is minimalistic. You can use color splash, distort the image and play with some corrections. You can download the app from here and it deserves a 9 out of 10.
