What looks like a Grand Theft Auto mod or map in the videos below is in fact a brand new city builder tool, that might define tomorrow’s navigation software from Nokia. As you might already know, NAVTEQ has become a Nokia subsidiary, through a very expensive purchase and now the giant bought another promising name, PixelActive.

PixelActive is specialized in the creation of 3D buildings, roads, cities and whatnot and they’re the makers of this cool city builder we’re talking about. The content in the videos below is the result of working with the builder and it could serve as a model for the future version of Ovi Maps with 3D mapping.

Last we heard NAVTEQ was trying to create a Google Street View rival, so they might use this tech to make it. What do you say? Does it have what it take to challenge Google?
